Upcoming Outage Affecting CJIS - OpenFox Messenger - Monday, March 30th at 0500 Hours
On Monday, March 30th, at 0500 ET, the Information Technology Branch, along with its vendors and partners, will be performing major maintenance on the NCIC/LINK Message Switch (OpenFox). 

The scheduled outage is from 0500 to 1300.  The system should be available again within a couple of hours of the outage, but there may be periods of disconnection for adjustments during the window. 

This outage will impact NCIC, NLETS, Criminal History, Hot Files, eWarrants, and eProtective orders. 

The outage will also affect the 10-8 CAD System's ability to run queries on OLs, registrations, and other items. 

The OpenFox Messenger application will disconnect and should reconnect once the system is brought back online.  A network change may require relaunching the application to pick up the change.

2025 NCIC Purged Files Now Available
The 2025 NCIC Purged Files inlcuding Articles, Boats, License Plates, and Vehicles are now available in the CJIS Manuals application. Terminal Agencies will need to search by each ORI they make entries for to ensure all files have been pulled from your active file cabinets. As a reminder, these entries should not be automatically re-entered in NCIC unless there is a reasonable expectation that the property may be located. Re-entry requires a supplemental report from the entering agency with justification for the re-entry request.

IdentoGO Fingerprint Submissions for Coroner's Office
Anyone associated with a KY Coroner's Office will need to submit their fingerprints through IdentoGO under the KYKSP4000 ORI using the Service Code 27GKF9. The Terminal Agency or Agency with CJIS Management Control will need to contact their Regional Auditor to verify the background check is "clear" prior to creating a Security and Privacy Training account.
This is due to the "K" type of ORI being restricted from criminal history/III access by FBI standards.

CJIS Audit Region Map Update
The CJIS Audit Regional Coverage has some changes. The biggest change is that Krystal Floyd will now cover the Central Region and David Anders will cover the East Region. There are some county changes in the regional coverage as well. Please review the map located in CJIS Documents to be aware of who your correct Regional Auditor is. Please note, this does not change the IT Regions or coverage for IT Audits.

Change in Access to CourtNet "D" Cases - DV/IP Restrictions Involving Children
Effective 10/22/2025 Previously, a change in legislation had designated any cases in CourtNet that were Domestic Violence/Intimate Partner cases involving children had been listed as confidential and the identifiers had been restricted. As of 10/22, law enforcement personnel will regain access. 

Access will require acknowledgement of a new Confidentiality Agreement and creation of a PIN, which must be entered each time these cases are viewed. 

The PIN may be created and managed within the User Profile section of CourtNet.

Federal Firearms Licensees Using NICS E-Check for NCIC Gun File Query
Effective immediately, federal firearms licensees (FFLs) will be using NICS E-Check to query guns entered into NCIC. The FFLs will NOT be contacting a LINK Terminal Agency directly for this query. If the FFL receives a positive response, they are directed to contact the ATF and the law enforcement agency with jurisdicational authority where the firearm is located. The ATF and LEAs will make the determination on how to respond to this information.

TRAINREQ CJIS Full Access and Inquiry Only Account Request Update 
Effective January 1, 2025, all user CJIS Full Access and Inquiry Only/MDT account requests must be submitted exclusively through the OpenFox Terminal using the TRAINREQ - User Account Request Form.  

**This does not apply to Security and Privacy Training Account Requests - see guidance below** 

After this date email submissions and requests will not be processed.  

What has changedThe TACs and ATACs are responsible for submitting account requests for their agency as well as all satellite agencies they have a LINK agreement with.  

TACs shall ensure that all satellite agencies are informed of the new process and coordinate with individuals responsible for account management at those agencies to facilitate a smooth transition. 

When can you use the form? The new form is available for immediate use and is strongly encouraged to start using it to ensure an easy compliance for the January 1 deadline.  

How to locate the TRAINREQ form in OpenFox? In OpenFox navigate to: Forms -Broadcast Message -Local Agencies or KSP (as applicable)-Training Requests (New User) or type in TRAINREQ in the Quick Query Field.  

Why is this changing? This change eliminates account requests being submitted via unprotected communication paths, such as email, where sensitive information could be intercepted and altered. Additionally, it ensures that all requests originate from an official, secure system, as well as guaranteeing confidentiality of the information submitted.  

Security and Privacy Accounts - The process for requesting Security and Privacy Training remains unchanged. TACs and ATACs at each individual agency are encouraged to create the accounts on their own, including adding the Background Check/Fingerprint Date in for each account, and deactivating the accounts when no longer needed.

Effective 10/16/2024 Ryan Coleman has transferred to another position within KSP and will no longer be the Eastern Regional CJIS Auditor.

Changes in License and Token Distribution Process
Agency TAC or LASO,

This is to inform you of an important update regarding the distribution and management of licenses and tokens purchased from CPI (Computer Projects of Illinois).

Effective immediately, all licenses or tokens acquired from CPI will be sent directly to the agency contact, with KSP (Kentucky State Police) copied on the correspondence. Consequently, it will be the agency's responsibility to maintain and manage these items going forward, rather than KSP.

Please note the following changes and procedures:

License Distribution: Licenses or tokens purchased will be delivered to the designated agency contact.Agency Responsibility: The agency will assume responsibility for tracking and managing these items.KSP Involvement: KSP will assist in setting up stations for these licenses as needed and assignment of tokens to users.Pre-Approval Requirement: Agencies purchasing licenses prior to approval will undergo a review process before any installation or assignment of tokens to users.Non-Compliance: If it is determined that an agency is ineligible for certain items, CPI will be informed to remove these items from service. Refunds will be processed accordingly.Should you have any questions or concerns regarding these changes, please do not hesitate to reach out to our team for clarification.

National Threat Operations Center (NTOC) Sharing Initiative
The National Threat Operations Center (NTOC) has developed an information sharing initiative to provide state and local agencies non-emergent, yet pertinent alerts regarding information they have received on their tip lines.  Effective December 1, 2023, notices will be directed to agencies via Nlets to the applicable ORI and agencies should respond with action deemed appropriate for the information received.

Additionally, NTOC partnered with N-DEx to share tip information directly into N-DEx for law enforcement use only.

nexTEST updated
nexTEST training has been updated to include the required security and privacy training module for all users with direct access to NCIC.  The update also changed NCIC certification to annually to maintain compliance with the mandatory security and privacy training required by the FBI CJIS Security Policy.  This update also allows users to complete the test with an expired account but will not allow you to access NCIC directly until the test is completed.

The FBI released updated Criminal Justice Information Services (CJIS) Security Policy Version 5.91 on October 1, 2022.

Agencies need to read the policy update for specific changes that will be auditable and sanctionable for October 1, 2023 and current.

This version is the first step to a fully modernized version of the CJISSECPOL (formerly known as the CSP) and includes a newly formatted Media Protection (MP) control family.  There are only three new controls within MP and they are notated with a footnote of when they will become auditable and sanctionable by the CJIS Audit Unit (October 2023).  This version also includes the CJIS Advisory Policy Board's Interpretive Guidance Task Force recommendations on cloud service offerings and guidance related to personnel screening of cloud service personnel. There will be two more updates to the policy soon to work towards modernizing the Media Protection control family.

NICS Denial Transaction Notification
Beginning September 26, 2022, the Attorney General will be required to report background check denials to state authorities and will require the FBI Criminal Justice Information Services (CJIS) Division's NICS Section to notify the appropriate state, local, or tribal law enforcement of all FBI NICS denied transactions within 24 hours. Currently, there are no legislative requirements for any action placed on the receiving agency, and the FBI NICS Section is not requesting any action to be taken based on receipt of a denial notification. Each agency is responsible for establishing any necessary policy/procedure related to the denial notifications in accordance with their authorities.

If your agency would like to pursue action on this NICS denial notification, please review

KRS 527.090 (Fraudulent Firearm Transaction): A person is guilty of a                 fraudulent firearm transaction when he/she knowingly persuades or                   entices a dealer or private seller to transfer a firearm with the intent                     to deceive with fraudulent information. KRS 527.090 is a Class D                         Felony

However, this NICS denial notification is for informational purposes and merely an investigative lead. This notification will be sent to several ORI agencies affected by the zip code of the purchaser and purchasing location. Deconfliction with other agencies will be very important prior to conducting your investigation. This notification will be received as a teletype to your terminal or received by your normal method of receiving teletypes if you are a non-terminal satellite agency.

 The FBI CJIS NICS Section would like to have any feedback, both good or bad, your agency would like to provide regarding this process.

Please do not email the results when requesting user accounts.  Results for fingerprint submissions in KCHIRP can be reviewed by our Compliance Staff for the entire Commonwealth.  Results should only be shared with authorized personnel and email is not an approved method for sharing fingerprint supported background checks.

CJIS Certification and Recertification Update in NexTEST
Effective Monday February 1, 2021 the online CJIS certification and recertification access will change. All users requiring CJIS (re)certification will now go only to the nexTEST application to log in and complete the training and testing for Full Access or Inquiry Only (includes MDT) certification. Users will still use the same login credentials as before. 
When logging into nexTEST, users must complete all modules of the training before they can access the test. 

For users requiring the training modules for remedial training needs outside of the (re)certification window, the CJIS Training application will remain accessible. It will also contain information on the basic training requirements and training checklists.

Update to Online CJIS Certification and Recertification
On Monday February 1, 2021 the online CJIS certification and recertification access will change. All users will now go only to the nexTEST application to log in and complete the CJIS training and testing. Users will still use the same login credentials as before. 
The update will take a couple hours resulting in the nexTEST application being unavailable for that time period. 

The CJIS Training application will still contain the basic training requirements and forms as well as the CJIS training modules for any remedial training needs.

Electronic Fingerprint Processing Launch - KY UEP
On December 9, the KY UEP Program, supported by IdentoGO, will go live. Any agency that requires a fingerprint supported background check for employment purposes and/or any agency requiring CJIS Access, will now be required to submit fingerprints electronically by utilizing the IdentoGO website and kiosks.The User Account Request and Security Awareness Request forms have been updated on CJIS Documents to reflect this change. Please review them completely for all changes and requirements. New Fingerprint Submission Process for Employment
KSP will be launching a new program to electronically submit fingerprints for any employment background checks including background checks on persons requiring CJIS access. The Universal Enrollment Platform (UEP) is expected to go live in October. Notice will be emailed to agencies starting today (05/13/20). Anyone receiving an e-notice should ensure the applicable person, that will be the agency contact for this program, has read and reviewed all attachments. 

Over the next few weeks, the vendor, IDEMIA, will be sending out more information and training on how the program will work and should be able to answer any questions you may have.

Any agreements signed by a previous CSO are considered void and require the current CSO's approval signature. Agencies should always print the CJIS User Agreements from the CJIS Launch Pad to ensure they are using the most current version available.
